No more manual initial entry

Instead of creating a follow-up by hand based on the case file, a workflow step takes care of it: as soon as a deadline is detected, the workflow calculates the date, sets the priority, and assigns the follow-up directly to a caseworker. Completion and subsequent steps can be triggered just as automatically – follow-ups are therefore a building block within complex workflow chains, not an isolated calendar entry.
